Is the backpack carry-on approved?

Yes the 28L fits under the seat on majority of airlines. The backpack is malleable, so since it’s not a hard case backpack, you can squish it to easily fit into the carry-on size bin checkers.

Is the material waterproof?

The exterior is made from water-resistant TPU and ballistic nylon with waterproof YKK zippers. Don’t jump into the water with it. But it will keep you dry in most rain storms.
